Summary:

TheVillage Administrator/ANCSA Land Use Technician will support the Tribal Council as a liaison between the Council, State and Federal agencies and staff. This position will be responsible for establishing long and short-range goals for the village, as well as planning and directing tribal programs and working with the Operations Manager to initiate and review programs and projects. It will oversee tribal government budget, implementation, and usage, as well as help with Village concerns and events. The position will also assist in developing land & resource management policies&procedures and will implement the land-use plan once developed. On-the-job training for ANCSA Land Use/Resource management program will be provided.

· List of duties - Village Administrator

o Conduct grant funding research and bring opportunities to Council's attention

o Submit funding proposals for Council priority and submit regular grant reports as required by funding entities

o Assess the community and membership needs and plan for service delivery.

o Provide administrative and logistical support to Tribal Council

o Work with the Tribal Council to establish current and long range goals and objectives

o Oversee tribal government budget preparation and implementation while monitoring expenditures and enforcing financial policies and procedures

o Manages all Council meetings & record keeping

· List of duties - ANCSA Land Use Technician

o Assist in developing and implement once developed, a land record & filing system, land&resource management policies & procedures, and land-use plan for the Corporation

o Conduct land ownership research using Village records, State/Federal resources and private sources of information (electronic and paper) and input/maintain findings in land record system & files

o Operate land use management systems to include such things as policies, permits, leases, etc.

o Respond to various land and resource management issues affecting Chenega Corporation

Non-Essential Duties:

Supervisory Responsibilities:

· Oversees Tribal Administrative Staff Assistant and Environmental Project Coordinator

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· Education: High School Diploma

· 5-10 years of experience with grant proposals, development, research, writing and management.

· Interest and ability to learn and develop expertise about land law, ANCSA, permit & lease programs

· Ability to travel to Chenega Bay at least 25% of the time, depending upon project, needs,and weather

Preferred Qualifications(The ideal candidate will have any or all of the following)

· Associates or Bachelor’s degree in Natural Resources & Land Development

· Extensive experience (5 ) of ANCSA-related natural resources and land development.

· Experience and understanding of permits, trespass laws, leases, and ANCSA requirements

· Knowledge of environmental assessments, conflict resolution, and field investigations.

· Experience working in rural Alaska
