Summary:The Cybersecurity Project Manager will manage cybersecurity remediation projects at the Department of State. This position is in the Cybersecurity Integrity Center (CIC) within the Bureau of Information Resource Management (IRM). The CIC is an enhanced Security Operations Center (SOC) that responds to security incidents and coordinates the remediation of vulnerabilities in the enterprise operational environment.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Responsible for leading the Remediation Team

  • Collaborate with the subject matter expert (SME) to:

  • Assess the security risk associated with the vulnerability

  • Develop a risk mitigation/vulnerability remediation plan whose scope, scale, and pace are commensurate with the identified risk; and

  • Lead and/or track the work of mitigating the risk by remediating the underlying vulnerability

  • Initiate, plan, execute, monitor and control, and close security enterprise vulnerability remediation projects and manage the following:

  • Project integration

  • Project scope

  • Time

  • Project cost

  • Project quality

  • Human resource needs of project staff

  • Project communications

  • Project risk

  • Procurement

  • Stakeholder involvement

  • Interface with information technology engineering, implementation, and operations teams across the entire managed IT infrastructure

  • Coordinate and collaborate with other agencies of the Federal Government, as well as with commercial partners

  • Apply industry best practices based on the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) in an IT security setting

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Must meet one of the following education and experience requirements:

  • Bachelor’s degree in a related field and 14 years of IT/cybersecurity experience

  • Master’s degree in a related field and 12 years of IT/cybersecurity experience

  • PhD in a related field and 9 years of IT/cybersecurity experience

  • Experience with the following:

  • IT security engineering, implementation, and operations

  • Management of large, enterprise IT security projects

  • Required certifications to include:

  • Project Management Professional (PMP)

  • Information Technology Information Library (ITIL)

  • Security

  • Certified Information Systems Security Professional (CISSP)

  • Top Secret clearance required

Knowledge, Skills and Abilities:

  • Exceptional knowledge of IT security to deal with effective vulnerability management

  • Familiar knowledge with the National Vulnerability database

  • Knowledge of unclassified and classified networks

  • Classic and agile project management skills to Remediation Team

  • Ability to:

  • Evaluate project performance and results

  • Support incident response operations led by other parts of the CIC

  • Perform security risk assessments

  • Evaluate performance metrics

  • Ability to work with SMEs to:

  • Quickly develop plans for remediation

  • Lead or coordinate and track the execution of multiple simultaneous projects through completion

  • Ability to communicate the status of efforts to senior government officials
