Summary:

· ThePrescribed Burn Managerwill be responsible for accomplishing prescribed burn tasks on former military ordnance ranges. Shall act as the Presidio of Monterey Fire Department (POMFD) project manager for the highly visible and controversial annual burn program on the former Fort Ord military base and current CERCLA and Base Realignment and Closure (BRAC) site.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

· Responsible for timely coordination of resources, contactors, vendors, materials, schedules, documentation, logistics and all aspects related to the prescribed burn project.

· Develop and coordinate a Burn Concept Plan and BRAC Presidio of Monterey Fire Department (POMFD) Wildland Fire Management Plan to include creation and integration of all project-related maps via electronic GIS systems. This will include creation of electronic GIS maps and layers for foam usage, aerial obstructions, and similar data elements.

· Attend meetings with local, state and federal regulatory agencies including Department of Toxics Substance Control (DTSC), Environmental Protection Agency (EPA), California Air Resources Board (CARB), Air District, and Federal Aviation Administration (FAA), at a minimum, to ensure that prescribed burn tasks are accomplished in compliance with all applicable laws, rules, and regulations.

· Gather local business and municipal data necessary for creating black out calendars for the burn season.

· Review and provide recommendations for technical comments on various project documents received by the BRAC Office, to include but not be limited to, (U.S. Fish and Wildlife Service correspondence, memoranda and letters, biological documents, and technical papers.).

· Meet / coordinate with stakeholders to ensure the quality and completion of all aspects of the many tasks associated with the prescribed burn project.

· Act as liaison between the Presidio of Monterey Fire Department, Fort Ord BRAC Office, and regional and national multi-agency coordinating groups. Coordinate with a variety of fire management organizations, regulatory agencies, federal, state and local, to assure continuity and compatibility of fire management plans, agreements and operations, and regional conformity with requirements of regulatory agencies.

· Provide photo documentation of project locations as exist before, during, and after the burn, and photo document any and all aerial obstructions (buildings, towers, targets, and power poles), habitat species encountered, fuel loading activities, and other burn related activities or aspects. Will coordinate with the Fort Ord BRAC Office, USACE and Presidio of Monterey Public Affairs Office to provide burn-related information for the public and media and to respond to inquiries from these groups.

· Conduct various and routine field activities including, fuel collection, plant moisture collection and archiving, fuels assessment, fuel break assessments and maintenance scheduling, data collection with GPS, extensive site reconnaissance, on site weather data collection.

· Responsible for coordinating , implementation , administering and integration of new elements of the prescribe burn project including, data collection of: meteorological data, fuel samples and moisture information as required in the prescribed burn plan and the after action reports.

· Develop and coordinate all documents required and related to a prescribed burn program including burn plan, burn support plans and after action reports. Responsible for the creation, and response to comments of each iteration of all burn documents. Responsible for the creation of any project related maps using ArcGIS, ArcMap and other ESRI software.

· Coordinate with the Fort Ord BRAC Office, USACE and POM PAO to produce information in various formats for the public and media and to respond to inquiries from the media and public.

· Create burn-related storyboard, handouts, and visual aids for open houses and community involvement workshops, and participate in community events and interact with public, to include answering technical prescribed burn questions and providing related technical information.

· Collaborate in reviewing and evaluating burn results in relation to the prescribed burn objectives; recommends changes and improvements and work with Fort Ord BRAC Office and USACE.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· Bachelor of Science degree, from an accredited college or university, in earth-related science program: Geography, Environmental Science, or Earth Science.

· GIS map development and analysis using ESRI software, with two plus years of experience.

Knowledge, Skills and Abilities:

· Ability to develop mapping information using ESRI software

· Must have passedFEMA's Incident Command System ICS-200.B

· Experience in environmental and project management services industry preferred. Self-starter with excellent communication (oral/written) and people skills.

· Must be computer literate with familiarity with Microsoft Office applications and ESRI software.
