Summary:

The Emergency Management Specialist is responsible for supporting the DARPA Emergency Management Program

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Administer the DARPA Emergency Management Program

  • Provide and review/update annually the DARPA Emergency Actions Guide and Occupant Emergency Plan (OEP)

  • Conduct/oversee training for all personnel involved in Emergency Management actions

  • Ensure personnel can perform requirements specified by the DARPA Safety and Emergency Actions Guide and applicable State and Federal standards

  • Conduct/oversee training for all other DARPA personnel to allow them to safely and quickly react to an emergency situation

  • Administer all aspects of the DAPRA Emergency Management Program in coordination with and under the oversight of the Security and Intelligence Directorate (SID)

  • Prepare documentation such as evacuation and shelter-in-place procedures for the Agency, and related policy, plans, procedures and training/educational products as required by State and Federal regulations

  • Author required emergency management documents to ensure the safety of assigned personnel assigned to and working with the DARPA facility during likely emergency situations that include, but are not limited to fires, bomb threats, active shooter situation, earthquakes, tornadoes, CBRN events, etc.

  • Coordinate internal to the Agency and with local, State, and Federal agencies to establish working relationships that facilitate the planning and execution of DARPA emergency management actions during emergency situations

  • Develop and recommend to the Government, and upon approval, implement plans, policies, and procedures relative to the Emergency Management program

  • Purchase and replace emergency management equipment and supplies as necessary and approved by SID Government

  • Plan and execute training and exercise events to support the Emergency Management program

  • Author the DARPA Emergency Action Guide, Occupant Emergency Plan (OEP), CBRN Plan, Shelter-In-Place Program, Continuity of Operations Plan (COOP), and Continuity of Government (COG) Plan

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in emergency management or related field preferred; Bachelor’s degree in business or other field accepted with minimum 5 years emergency management experience

  • Five (5) years’ working at an organizational level developing, coordinating, and implementing emergency management plans, to include budget to support planning, training, and implementing activities associated with emergency management

  • Demonstrated knowledge of recognized principles of emergency management, to include familiarity with the National Incident Management System (NIMS) and its subordinate component, the Incident Command System (ICS)

  • Thoroughly familiar with the DoD requirements for Continuity of Government (COG), to include the COG Condition (COGCON) system, and Continuity of Operations (COOP)

  • Familiar with national and DoD requirements, regulation, and law relative to emergency management

  • Must have and maintain a Top Secret clearance with eligibility for SAP and SCI access

  • Successfully completed a course of instruction for emergency management at a Federal Emergency Management Agency recognized school or at an Armed Forces service school

  • Demonstrated practical experience in responding to various types of actual emergency situations

  • Must possess excellent written and oral communication skills

  • Must have demonstrated excellent skills in customer relations

Knowledge, Skills and Abilities:

  • Knowledge of DoD directives pertaining to emergency management

  • Skill in satisfactorily dealing with customers

  • Skill in operating a personal computer and standard office equipment

  • Knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.

  • Ability to write governing policy and directives

  • Demonstrated ability to respond to various types of actual emergency situations
