Summary:

TheVCC Manageris responsible for the management of the DARPA Visitor Control Center.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Oversee the management, reception, processing, and escorting of U.S. and Foreign National personnel that visit DARPA

  • Manage the receiving point for the delivery of mail and packages to the facility when the mail room is closed, to include acting as a reception site for the delivery of Contractor proposals to DARPA solicitations.

  • Ensure each visitor and each visit is documented

  • Oversee visitor processing consisting of a series of questions asked by the VCC staff of each visitor to determine the visitor's identity and citizenship and to determine if they have unauthorized devices in their possession and a verification of the visit with the DARPA host.

  • Ensure VCC personnel decide appropriate actions to allow or deny the visit. If the visit is allowed, provide the visitor an appropriate visitor identification badge, either preclude or allow the visitor to carry equipment and/or items into the facility, and escort the visitor to the visitor's DARPA Point of Contact (POC), if necessary or requested.

  • Oversee the use of various computer systems to verify identity, clearances, and visit authorization and to document the visitor's identity, to include taking a photograph of the visitor, and the occurrence of the visit.

  • Ensure VCC staff is certified in and uses wireless detection devices, X-Ray machines, and magnetometers to process visitors and to examine incoming mail and packages.

  • Manage the Visit Authorization Letters (VALs) process and document related information in various computer systems such as the Joint Personnel Adjudication System (JPAS).

  • Direct the preparation and issue of temporary Government employee, Contractor and visitor security badges to DARPA employees, contractors, and visitors

  • Ensure data relevant is entered into appropriate computer systems, and maintain appropriate records

  • Ensure the VCC staff conducts a daily inventory and accounts for all badges

  • Establish and sustain an effective tracking system for lost or stolen badges, to include a protocol to recover badges that have not been turned in and to provide timely notification to the Government and to the Security Control Center (SCC) about the missing badge(s)

  • Provide an analysis of the reasons for the lost and/or missing badge(s) and make recommendations for corrective action

  • Provide reports and statistical information regarding the VCC effort in accordance with the provisions of the contract or as directed by the Government

  • Ensure personnel assigned to escort functions are knowledgeable of DARPA and DoD security requirements and fully qualified in actions needed to ensure the safety and security of all individuals and to detect or prevent compromise of information or material

  • Provide and maintain a database that records the details of the escort work effort and include this information in statistical reports submitted to DARPA

  • Ensure the VCC staff reflects a positive professional image in appearance, words, and actions

  • Ensure the VCC staff is neatly and properly groomed and attired and treat all persons courteously and professionally.

Supervisory Responsibilities:

  • Oversees the VCC staff.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in security management or related field (e.g., law enforcement) preferred; Bachelor’s degree in business or related field accepted (degree may be waived with required experience).

  • Ten (10) years’ experience managing visitor control operations in a classified DoD environment, with five (5) years being served immediately prior to working on this contract. Related experience such as military police or law enforcement may be used to satisfy this requirement if the related experience involves managing visitor control personnel, guard force, physical security, or law enforcement operations in the Federal Government or private sector.

  • Fifteen (15) years’ experience required without a degree.

  • Must have and maintain a Top Secret clearance with eligibility for SAP and SCI access

  • Successful completion of the requirements for Preventing Disease Transmission (i.e., blood-borne pathogens)

  • Successful completion of all training required by the contract

  • Qualified and certified (licensed) as an Unarmed Security Officer in accordance with the laws and regulations of the State of Virginia

  • Certified in First Aid, Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED), Hazardous Materials (HAZMAT) First Responder-Awareness Level

  • Certified to use and operate x-ray and magnetometer devices

Demonstrated managerial skills resulting in the effective utilization of resources and personnel to include creating a cooperative and efficient work environment

  • Must possess excellent written and oral communication skills

  • Must have demonstrated excellent skills in customer relations

  • Must have the ability to draft and coordinate security policy and procedure; schedule the workforce; document activities; resolve issues; prepare and provide briefings and perform security inspections

  • Must have the demonstrated ability to supervise a security officer force of a minimum of 5 personnel

Knowledge, Skills and Abilities:

  • Knowledge of DoD directives pertaining to visitor control operations in a classified environment

  • Skill in satisfactorily dealing with customers

  • Skill in operating a personal computer and standard office equipment

  • Knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.

  • Ability to effectively manage a staff to deliver professional customer service

  • Ability to be qualified and certified as an Unarmed Security Officer in the State of Virginia

  • Ability to be certified in First Aid, Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED), and Hazardous Materials (HAZMAT) First Responder- Awareness Level

  • Ability to be certified to use and operate X-Ray and Magnetometer devices
