Summary: The DPG Estimator II will prepare cost estimates for construction and services projects associated with operations, maintenance, and repair of facilities equipment and systems on Dugway Proving Ground. TheEstimator IIwill be required to use specialized software, including Auto CAD, R.S. Means and Excel to develop detailed estimates of materials, equipment, and labor for both contract and in-house accomplishment. TheEstimator IImay be required to support construction management, to include detailed daily logs of activities and project completion.

  • Analyze blueprints, shop estimates and other documentation to review shop estimates and to also prepare independent time, cost, materials, and labor estimates using RS Means in online and book formats.

  • Confer with repair and maintenance staff, engineers, architects, owners on changes and adjustments to cost estimates.

  • Provide preliminary and detailed estimates based on information from the government, the point of contact, and any drawings.

  • Read and understand drawings, red lines, as-builts, regulations and technical manuals.

  • Maintain current and historical information on projects, (operating and maintenance manuals, as-builts, warranties) and obsolete drawings.

  • Be able to use and have and understanding of Auto CAD and provide copies of drawings (electronically or hard copies)

  • Prepares work to be accomplished by gathering information and requirements; setting priorities.

  • Prepares construction budget by studying construction plans; updating specifications; identifying and projecting costs for each elevation.

  • Evaluates offers to purchase by costing changes, additions, and site requirements.

  • Obtains bids from vendors and subcontractors by specifying materials; identifying qualified subcontractors; negotiating price.

  • Maintains cost keys and price masters by updating information.

  • Resolves cost discrepancies by collecting and analyzing information.

  • Prepares special reports by collecting, analyzing, and summarizing information and trends.

  • Maintains quality service by following organization standards.

  • Communicates actions to address irregularities and continuing needs for project completion.

  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

  • Contributes to team effort by accomplishing related results as needed.

  • Receive and post all information on close-out packages.

  • Provide back up for blue stakes and real property.

  • This position has been designated as Mission Critical. Mission Critical personnel are defined as those required to meet the Installation’s safety (including inclement weather) and security needs during lockdown conditions.

  • This position may be part of an emergency management/response team as required by the company to meet contract requirements.

  • Performs other tasks as directed by supervisor.

  • High school diploma or equivalent.

  • Engineering technical degree desirable.

  • A minimum of two (2) years experience of work-related skill, knowledge, or experience.

  • Ability to obtain a Secret Clearance.

Knowledge, Skills and Abilities:

  • Must have working knowledge of computers and the ability to use commercial software programs such as Microsoft Office, Auto CAD, and RS Means.

  • Ability to read, write and receive written and/or verbal instructions in English.

  • Must have excellent verbal communication skills for interfacing with military and civilian customers.

  • Knowledge of general construction and building repair maintenance practices.

  • Must possess valid State Driver’s License.
