Summary:

Chenega Professional & Technical Services (CPTS) is seeking a Project Manager IV to serve as the technical lead on a database modification and enhancement project with the Food and Drug Administration’s (FDA) Center for Drug Evaluation and Research (CDER) Office of Translational Services (OTS). The relational database, with the backend supported by FileMaker Pro, is used by CDER for the tracking and monitoring of research projects. This project will focus on database management and the development of an updated user interface portal. The Project Manager IV will provide programming, project planning, requirements analysis, reports development, and documentation support.

  • Provide primary project management for the modification and enhancement of the database.

  • Strengthen the infrastructure of the information management and related processes (database and user interface).

  • Link critical data from existing CDER systems to the database.

  • Develop reporting schema, including graphical user interface and dashboard for end-user reports.

  • Increase efficiency of sharing data between systems, i.e., FDA Publications database, Tableau, SharePoint, etc.

  • Conduct interviews with existing database users and stakeholders to determine, gather and document specific data and functional requirements to improve database.

  • Modify and implement the enhanced database, and perform testing to verify and validate that the database system meets specifications and that it fulfills the desired advanced functionality.

  • Provide project management support for the key development activities of the project.

  • Develop the Project Plan to ensure that project execution occurs in accordance with the specifications requirements.

  • Conduct interviews with staff to determine specific requirements for execution of tasks.

  • Develop a communication plan for project information sharing and comments on a routine basis as well as monthly briefings for leadership.

  • Assist the staff with identifying problems and providing solutions for both technical and other project related issues.

  • Responsible for providing regular, on-going evaluation of project work, quality, and timeliness for completion of projects.

  • Work with CDER subject matter experts to determine the type of specialized reports needed, the data to be included, and the database platform from which data is retrieved.

  • Develop reports and documentation detailing procedures for reports development.

  • Document the design and all technical details for database maintenance.

  • BA/BS and preferred 12 years of experience in business administration, public policy, health science, economics, communications, information technology, accounting, or related field (minor in science degree given preference).

  • PMP preferred.

  • Skills in file maker software.
