Summary:

  • The Construction Manager will perform a wide range of construction management functions, assist the CWS Construction Project Manager and Design (A/E) Project Manager as a CM and management expert for designing, planning, directing, managing, and coordinating OBO projects. The Construction Manager will work with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule and cost goals of OCONUS projects, focusing on contractual required documentation, submittals and institution of controlling programs such as a quality control program, construction scheduling, cost control, and projects closeout services.

  • Manage and coordinate the activities of the CWS Construction Superintendent and MEP Coordinator assigned to each construction Project.

  • Work with the CWS Quality Control/Assurance Coordinator to assure Quality for ongoing construction project

  • Work with the A/E Project Manager to develop economical and constructible designs

  • Develop a working knowledge of all technical requirements of the projects

  • Develop and keep current, the Project Execution Plan and cost loaded construction schedule to establish the means to execute, monitor, and control projects

  • Review the CWS Construction Superintendent’s Requests for information (RFI) for questions related to all aspects of the design

  • Prepare Monthly Progress Report summarizing project status

  • Work closely with OBO in coordinating the efforts of the OBO project staff

  • Ensure that the CWS Construction Superintendent implements and maintains an appropriate safety and accident prevention plan on each project contract.

  • Assure that the CWS Construction Supervisor reviews, monitors and coordinates project safety issues with the CWS construction crew, the Post Occupational Safety and Health Officer (POSHO), and the Safety Officer in CM's Construction Support Division (OBO/CFSM/CS), in accordance with the requirements of OBO safety and health requirements and host country health and safety requirements when more stringent

  • Assist the OBO and the CWS Quality Control/Assurance Coordinator in planning, coordinating, evaluating, and scheduling the work to ensure that the CWS construction crew meet required standards of quality, schedule, cost goals, and contract compliance

  • Ensure that the CWS Construction Superintendent provides appropriate supervision and quality control inspections of the work.

  • Interpret and explain plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, representing the interests of OBO while ensuring the understanding of all that the OBO Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications

  • Understand the International Building Code and job specifications; review with the CWS Construction Superintendent to determine appropriate construction methods providing quality assurance inspections and field verification of all aspects of the CWS Quality Control/Assurance Coordinator’s quality control program

  • Confer with CWS Construction Superintendent, Post clients, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.

  • Receive subcontractor submittals and reviews for completeness and determines whether OBO project staff, OBO Design Engineer, or the Design A/E performing construction phase services shall review and provide comments and recommendations for acceptance of the submittals

  • Track the timeliness of submittals due from the subcontractor, their review by OBO, and response/return to the contractor

  • Evaluate the necessity and accuracy of any change order proposals and prepare Statements of Work for modifications and change orders as may be required

  • Ensure that the CWS Construction Supervisor maintains as-built documentation

  • Review subcontractor's monthly pay request accurately represents the work performed

  • Ensure that materials for which payment has been requested are properly accounted for, in acceptable condition, and stored correctly

  • Review the CWS Construction Superintendent’s "Daily Project Log"

  • Prepare a CM Monthly Progress Report summarizing the status of construction projects

  • Publish and distribute the CM Monthly Report as directed by the CWS PM, maintaining progress photo albums for each contract project and implements and monitors project reporting

  • Support the CWS PM in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements

  • Direct and coordinate the procurement and logistics of construction materials and tools; ensure strict compliance with OBO guidance related to classified shipments

  • As required, assist with the development of proposals, presentations, special reports, and special projects

  • Participate in project meetings and conferences as appropriate, and, when required, prepares minutes of project meetings

  • Undertake other duties, as may be assigned by the CWS PM

  • Construction Management degree from an accredited University in the U.S.

  • Demonstrated experience in Construction Management who possess Architecture, ME, EE, and CE degrees will also be considered

  • 7 years of on-site vertical construction USG experience (such as field activities on buildings)

  • Extensive experience managing the construction of data centers and complex electrical and mechanical infrastructure projects

  • Experience in developing project scopes and schedules, coordinating change orders and RFIs, managing and tracking project budgets, and cost control

  • Construction experience with:

  • DOS OBO and/or OCONUS construction experience
