Summary: TheFinancial Management/Budget Specialist II supports the Air Force Rapid Capabilities Office (AFRCO), the Secretary of the Air Force for Acquisition Special Programs Division (SAF/AQL), and US Air Force combat and sustainment activities. Following applicable Federal, Department of Defense and Air Force acquisition policy, law, regulation and guidance, theFinancial Management/Budget Specialist II assists the Contracting Officer in acquisition of critically needed national security capabilities.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

· Manage the Planning, Programming, Budgeting and Execution (PPBE) process

· Provide staff support

· Perform analysis of program funding for all PPBE phases and other budget exercises

· Research and analyze program funding and execution trends data from sources such as Earned Value Management System (EVMS)

· Identify issues, recommend solutions, and provide assistance in and advice associated with acquisition management of the SAP portfolio

Supervisory Responsibilities:

This position may have formal supervisory responsibilities including hiring, onboarding, oversight of time keeping, performance assessments, managing tasking, reporting and oversight of other contract staff.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· Bachelor’s Degree in a business-related field such as accounting, business administration, contracts, economics, finance, law, purchasing, or related discipline required. Additional experience may be used in lieu of a degree, contingent upon customer approval.

· 10 or more years’ experience. Additional education or relevant higher level certifications may be used in lieu of experience, contingent upon customer approval.

· DAWIA or FAC Level II Certified or equivalent preferred

· Special Access Program (SAP) experience. Experience on similar types of programs may be used in lieu of SAP experience, contingent upon customer approval.

· Proficient in Microsoft Office Outlook, Word, Excel and Power Point.

· Proficient in classified accounting systems; Momentum preferred

· Active TS/SCI clearance

· Active and valid Driver’s License

Knowledge, Skills and Abilities:

· Ability to work under aggressive schedules with demanding performance requirements

· Ability to travel CONUS and OCONUS

· Ability to successfully complete a Government Counterintelligence Scope Polygraph (CI Poly)
